I was wondering if there is anybody here, who is with a Dept. that has had to layoff guys? Not hiring for vacant spots, from what I understand is quite common.
I have heard of cities threatening this before contract talks to help dilute the contract in their favour, I was just wondering any cities had suffered a loss in manpower due to pink slips. If so what happen to the guys if they don't get hired elsewhere, do they get first refusal when they need to hire again?
