VICTORIA - The B.C. forest ministry has long known it was running a risk by devoting the bulk of its resources to fighting fires as opposed to preventing them. Success in putting out fires, pursued in isolation, ensures the buildup of combustible material on the forest floor, increasing the threat over time. "It's not fire suppression, it's fire deferral," warns a prescient research paper on the ministry Web site. "It's not IF these dry forests will burn; it's WHEN they will burn."
