what constitutes a LODD?

I'm not sure! I had a friend who died going to a EMS meeting at the ambulance hall the company has not yet reported it as an LODD death to our governing body. wouldn't going to meetings be in the line of duty...expecialy since we are expected to represent at ALL times the profession and when we show up at the hall on official busness shouldn't it be the same as being on a call?
