A new fire station will be built while another ambulance and 23 front-line police officers will hit the streets by next fall under the city's 2004 preliminary budget. With nearly a quarter of the city's spending on police and other protective services, the departments have emerged as clear winners in next year's city budget. It all works out to a five per cent increase for city taxpayers.
