The investigation into a 2001 fire on board a Japanese container ship has raised several questions about the ability of port cities like Halifax to fight ship fires. The Transportation Safety Board says while the crew of the ``Kitano'' struggled through a raging storm to tame burning containers of carbon pellets, civilian and military agencies debated over who should assist. The military finally agreed to send in a fire tug crew -- but only to assess the situation.
