EDMONTON - If you're in a car crash, trapped inside a vehicle, should you be billed $200 after you're rescued by firefighters? If you own a building, should you have to pay $61 an hour for a fire inspection, even though it is mandated by city law? City council wrestled with questions like those Thursday as it combed through the emergency response department's proposed 2004 budget, a financial blueprint that calls for a significant increase in the number of fees charged to people who need fire and ambulance services.
