Speaker: Ms. Krystyna Paterson, P.Eng., OFM

Ms. Patterson will describe the many proposed changes to the Ontario Fire Code that have been developed in the last year, including:

Objective-based codes
Editorial and technical changes
The presentation will describe the principles of moving to Objective-based Codes and the benefits to the public, as well as the format of the code.

Technical and editorial changes will be summarized and an estimate of release dates of the changes discussed.

There have been a few key changes to the Ontario Fire Code and Fire Protection and Prevention Act recently including changes to the maximum fines and the requirement for increasing smoke alarm coverage in houses. Background to these will be provided and effective dates outlined.

"Flammability Standards for Consumer Products"
Speaker: Wendy McNally, Health Canada

This presentation will provide an overview of the current flammability standards for consumer products under the Hazardous Products Act. Proposed legislation and non-regulated issues will also be discussed.

Non-compliant issues that Wendy has dealt with include refillable lighters, Halloween costumes, relightable candles, children's sleepwear including sleep pants and bathrobes, and tents.

"Major Changes to the NFPA 101, Life Safety Code"
Speaker: Sean Tracey, P.Eng., NFPA

The 2006 edition of NFPA's Life Safety Code has incorporated significant changes as a result of recent fatal fires in the US. Some of these changes include retroactive sprinklering of some existing assembly occupancies, all nursing homes, sprinklering of new residential dwellings, and changes to high rise occupancies. This presentation shall give an overview of these changes, the rationale for these, and raise the question whether Canada should consider these. The presentation shall also include an overview of the new NFPA 101 Chapter 43 on Building Rehabilitation that may prove very useful in the new Objective-based Codes environment in Canada.

12:45p.m. - 1:45p.m."National Construction Codes"

Speakers: Phillip Rizcallah, P.Eng.
Claire Frechette, P.Eng., Canadian Codes Centre

This seminar will focus on the National Codes transition into the New Objective Based format (Building and Fire). The discussion will touch on the main elements of change that have occurred between the 1995 Codes and the new 2005 Codes. These changes include the introduction of clear Objectives, Functional Statements, Intents and Application Statements for each of the provisions in the codes. The presentation will also touch on some of the more significant fire related technical changes that have been introduced into the Fire and Building Codes. The session will conclude with a discussion of the technical issues that the standing committees will be considering in the next cycle of code changes, and how one could go about participating in this work.

"Fire Protection of Steel Buildings"
Speaker: George Frater, P.Eng., Canadian Steel Construction Council

This presentation overviews how steel construction is used with respect to the fire safety requirements of Building Codes. Slides will illustrate fire safe designs where the steel structure is expressed in the architectural design (utilizing intumescent coatings, fire resistant steel, sprinklers, concrete-filling, etc.) or where the steel structure is covered (with fire resistive sprayed materials, rigid boards, concrete-encasement, etc.).

ULC S101 Fire Test Standard
Fire Protection Methods
Lightweight Steel C-section Framing ­ fire rated floor and wall assemblies
NBCC (2005) ­ 2-hour firewalls
Cardington (UK) Research Project ­ fire tests on an eight storey steel building
Innovative Fire Safety Designs ­ examples from International Iron & Steel Institute
Design Fires and Unprotected Steel ­ case example
"Trends in the Evolution of Fire Test Standards"
Speaker: Tony Crimi, P.Eng., AC Consulting Solutions

This presentation will focus on current and future trends in the development of fire performance Standards in response to a recent world events and shifting expectations. The discussion will review North American and International trends in both fire resistance and fire spread Standards. Key recommendations of the NIST Reports on the World Trade Centre disaster, as pertains to the evolution of fire resistance test Standards, will be reviewed. In addition, a brief overview of available and emerging North American fire testing Standards simulating the more severe conditions of Hydrocarbon (rapid rise) fire exposure and related structures will also be discussed.

3:00p.m. - 4:00p.m. "Technical Changes to the Ontario Building Code"
Speaker: Alek Antoniuk, Building & Development Branch, MMAH

The next edition of the Ontario Building Code is expected to be published this year. This presentation will explore the differences between the 2005 model National Building Codes and the proposed Ontario Building Code as well as the efforts made to harmonize Canadian Building Codes. Significant technical changes will also be reviewed.

This symposium qualifies for up to 5.5 contact hours of professional development towards NFPA/CFPS Recertification. This Symposium also counts for 10 Self-Directed Learning Points under the OAA Continuing Education Program.
