Default Need help identifying fire shield

Hi all. I am a former firefighter and I am looking for some assistance. A friend of mine asked if I could figure out where an old leather shield had come from. She told me a relative had given it to her when she was a child. I have been researching this off and on for a few years and still have not identified where the shield originated. I hope someone on here may be able to shed some light on this for me so I can give my friend an answer. Thank you all for any assistance and of course for your continued service to our communities. On the shield: "Secretary" and "KCVFA"

Kent County Volunteer Fire Association (Delaware).
KCVFA.com they have an officcer's position within the association that holds the secretary title. This is my best bet but you or your friend could email them the picture for verification.
