MONTREAL, QC - A damning coroner’s report out Tuesday into a fire that killed two women last year blames the Montreal Fire Department for critical delays that could have been avoided with better decisions.

Coroner Cyrille Delâge’s report into the deaths of Emmanuelle Leclerc, 21, and Selam Fantaye, 26, in the fire at the three-storey apartment building where they lived at 2500 Van Horne Ave. in Côte des Neiges, says the dispatch system was a “shambles” in dealing with 911 calls from the fire on March 2, 2011.
