You don't need the OAFI to apply, however you'll be required upon receiving a job offer, to provide a valid certificate of completion. It does state that you may use an expired cert from Jan 1 2020, but only for this first class... otherwise you'll have to get a new completed set of the 3 stages

As long as you have all 3 stages completed on or after Jan 1 2020, despite it being expired or not you are still valid for this FIRST class ONLY. (may change based on lockdown rules etc, abilities to get oafi done)

This means... if you do not have stages 1 through 3 you will not be considered.
